The 17650 cells does usual have considerable lower capacity than 18650, this is also the case here, but the current handling capability is very good.

Conclusion
The main reason for using IMR is to get high current and this cell has good high current performance.
Because the battery is from an unknown manufacturer I will limit my rating to acceptable.
